Funds may be used for allowable activities from March 13, 2020 (with approved pre-award) through September 30, 2023. The Tydings Amendment will then apply and LEAs will have the standard 12-month carryover period for a total grant period of March 13, 2020, through September 30, 2024.

Multiple groups, including administrators, teachers and parents, were asked what they thought these funds should be used for.

May 3, 2021 - Cabinet review of guidance documents

May 10, 2021 - Executive Council input

June 10, 2021 - Principal input

July 1, 2021 - Teacher input

July 5-11, 2021 - Parent input

Every Texas City ISD parent was sent a survey via email. The link was also posted on social media.

There were 735 parents who participated in the survey. Of those who completed the survey: 51 were parents of pre-kindergarten students; 381 were parents of students in grades kindergarten through 5th; 274 were parents of 6th, 7th and 8th graders; and 335 were parents of high school students in grades 9-12.

TCISD is required to spend $4,484,064.60 on accelerated learning.

Here is the breakdown of  funding priorities:

• Instructional leadership support (4 positions) for three years totaling $1.2 million
• Summer Jump Start program for three years totaling $1 million
• Interventionists (8 positions) for three years totaling $1.92 million
• Instructional materials for three years totaling $1 million
• Tutorials and interventions for three years totaling $1.3 million
• Early literacy for three years totaling $1.3 million
• Professional development for three years totaling $300,000
• Credit recovery for three years totaling $1 million
• AVID pilot program for three years totaling $225,000

Total Cost: $9,245,000

Here is the breakdown of funding priorities:

• Device replacement and upgrades for one year totaling $2.5 million
• Online learning programs for all campuses for three years totaling $1.1 million
• Upgraded WiFi for three years totaling $200,000
• Program to monitor student technology for three years totaling $300,000
• Technology instructional specialist (1 position) for three years totaling $255,000

Total Cost: $4,080,000

Here is the breakdown for funding priorities: 

• Social workers (2 positions) for three years totaling $540,000
• College, Career, CTE counselor (2 positions) for three years totaling $450,000
• Social Emotional Learning programs and professional development for three years totaling $300,000
• Social Emotional Learning counselors (4 positions) for three years totaling $900,000
• Truancy clerks (4 positions) for three years totaling $480,000
• Parent education and training for three years totaling $150,000

Total Cost: $2,820,000

Due to attendance not being at the maximum enrollment, the nutrition department had huge losses in revenues.

Food Service Reimbursement for one year totaling $2 million

Considering all areas of focus listed, the total cost to implement everything is $18,145,000.
