What is a Voter-Approval Tax Rate Election?
If a school district adopts a maintenance & operations (M&O) tax rate that exceeds the maximum amount allowed by the state, a Voter-Approval Tax Rate Election (VATRE) must be held to seek voter approval of the adopted tax rate. The proposed tax rate is the lowest in at least nine years.

Texas City ISD Tax Rate
If TCISD voters approve the VATRE, the total tax rate will be $1.1322, which represents a .032 total tax rate decrease from the prior year and will generate a net of $1.5 million in additional M&O funds for Texas City ISD.
If TCISD voters do not approve the VATRE, the total tax rate will be $1.1005, which represents a .063 total tax rate decrease from the prior year and will not generate any additional M&O funds for Texas City ISD.
Impact on Taxpayers
School districts do not set property values. School districts can only control the school tax rate.
The school tax rate will decrease regardless of whether the VATRE passes or not. The VATRE will determine how much the school tax rate decreases.
The difference for the average homeowner if the VATRE is approved is $24.44 annually. If the VATRE is not approved, a homeownerwith an average property value of $255,000 will see an annual increase of about $53.66 in their school taxes. If the VATRE is approved, that same homeowner will see an annual increase of about $78.10 in their school taxes. *Note: These figures are based on the average home property value rising from $239,000 last year to $255,000 this year.
