Teacher Incentive Allotment (TIA) Overview

The Teacher Incentive Allotment (TIA) is a Texas state program that provides additional funding for performance-based teacher compensation. This compensation is awarded on top of a teacher’s regular annual salary and is designed to help districts recruit, retain, and reward highly effective educators. TIA was established through House Bill 3 (HB3).

District Participation

Districts have the option to participate in TIA by completing a three-year application and system approval process through the Texas Education Agency (TEA). Once a district receives full system approval, it becomes eligible for annual allotments ranging from $3,000 to $32,000 per designated teacher. According to the district’s TEA-approved spending plan, up to 90% of the allotment may be awarded directly to the designated teacher.

*Texas City ISD has full system approval which was earned on the 2022-2023 teacher effectiveness data. Full system renewal will be required with data capture year 2026-2027.

Designation Process

Earning a teacher designation is a two-year process, with the payout occurring in the fall of the third year:

  • Year 1: Data is collected for eligible teachers.
  • Year 2: The collected data is evaluated to determine if eligible teachers met the requirements to earn a designation. If a designation is earned, it is submitted to TEA for approval in October.  TEA announces approved designations in the spring.  Allotment amounts and estimated payouts are shared with teachers in May.
  • Year 3: Per Texas City ISD's approved spending plan, designated teachers must return to work to receive their payout.

To qualify for a designation, teachers must remain employed with Texas City ISD during both the data collection and data submission years.
