Trustees Call for a Bond Referendum

On February 13, 2018, the Texas City ISD Board of Trustees unanimously called for a $136.1 million school bond election for May 5, 2018. This figures includes four new replacement schools and three district-wide initiatives. See the Bond Page for information.

In the Fall of 2017, Texas City ISD solicited volunteers to serve on the District's Facilities Advisory Committee. The committee, composed of more than 70 citizens from Texas City and La Marque, met six times between November and February to analyze Texas CIty ISD facilities and current and future programs.

The purpose of the committee is to provide facility and equipment recommendations to the Texas City ISD Board of Trustees after having having studied the current facilities, educational programs, student population trends associated with the school district and other data relevant to providing quality educational programs for all students. On February 8, 2018, the committee presented their recommendations to the Board of Trustees.

The FAC recommended replacing the following schools: Guajardo Elementary School (formerly Northside) at a cost of $25.7 million, La Marque Elementary School at a cost of $24.4 million, La Marque Middle School at a cost of $44.5 million and La Marque Primary School at a cost of $24.1 million. In addition, the FAC recommended district-wide improvements for all schools with the following initiatives: safety and security at a cost of $6.5 million, roofs and parking at a cost of $9 million and one computer for every student in grades 7-12 at a cost of $1.9 million.

Trustees will take action on the recommendations at their regular board meeting on February 13, 2018 at 6:30 p.m. in the Simpson Education Support Center.

Summary of Recommendations

Charges to the Committee

The Facilities Advisory Committee represents all stakeholders of Texas City ISD and is asked to provide meaningful information to the district by developing recommendations that:

    • Considers the educational needs of all students
    • Provides an adequate and appropriate learning environment
    • Is fiscally sound
    • Reflects community values and perception of need
    • Includes recommended solutions for aging facilities and program needs
    • Includes recommended solutions for new facilities needed to accommodate student population growth
    • Are based on current, relevant data and best practices
    • Adheres to law and policy that govern school construction and bond issue requirements, and
    • To the extent possible, provides the school district with recommendations that reflect the support of registered voters as measured by a statistically valid community survey.

Survey Results

As part of the Facilities Advisory Committee process, a survey of TCISD voters was conducted via telephone and web.

An independent agency conducted the survey to gather voter opinion of committee conclusions. More than 660 registered voters or households were verified for the results. The agency indicates a confidence rate of the results as 95%, with a margin of error of plus or minus 3.76%.

  • 84% of voters surveyed indicated they would support building a new La Marque Primary School at a cost of $24.1 million.
  • 68% of voters surveyed indicated they would support building a new Guajardo Elementary (formerly Northside) at a cost of $25.7 million.
  • 86% of voters surveyed indicated they would support building a new La Marque Elementary School at a cost of $24.4 million.
  • 77% of voters surveyed indicated they would support building a new La Marque Middle School at a cost of $44.5 million.
  • 87% of voters surveyed indicated they would support district-wide improvements to safety and security at a cost of $6.5 million.
  • 85% of voters surveyed indicated they would support district-wide improvements to roofs and parking at a cost of $9 million.
  • 84% of voters surveyed indicated they would support the One Computer for Each Student (grades 7-12) Technology Initiative at a cost of $1.9 million.
